The Facilities Planning and Development (FP&D) Division mission is the implementation of UC Davis Health's Capital Improvement Program in keeping with the Long-Range Development Plan (LRDP). This includes the authority and responsibility to manage capital improvement planning, design, and construction projects for in-patient, outpatient healthcare and education purposes. This position has a primary responsibility for implementing and achieving the department's purpose.

Responsibilities
Within the Facilities Planning, Project Development Program, the role of the Design & Construction Management Specialist is to lead and manage initial project scoping, planning, feasibility and chartering. Leads long-term facility planning as well as planning of the physical environment including the development of campus design concepts and guidelines to articulate and implement the built campus environment. The role includes preparation of project budgets and initial project schedules ranging from small expense facility projects to the largest and most complex new buildings, and to facilitate and support the project evaluation and decision making process and make recommendations regarding project funding and approvals. This position works closely with UCDH leadership to make recommendations regarding investments and works with external state and local agencies on planning and development projects at UCDH.
Required Qualifications

License to practice architecture in the State of California
Bachelor's degree and/or equivalent experience in architecture, facility design, interior design, facility planning, project management, or related fields
Expert experience successfully managing architectural and engineering capital and non-capital projects of the largest scope and complexity, and the smallest of scale and detail, including direct responsibility for project teams and the development of overall project budgets and schedules
Experience with a wide variety of construction delivery methods and best practices helpful
Expert knowledge of complex building systems and designs and demonstrated skill at project management involving complex project planning and scoping, project development and construction cost estimating, and development and preparation of comprehensive project budgets including scoping, design and construction; typically acquired through acquisition of a degree from an accredited curriculum or professional licensure in architecture or engineering and extensive experience in planning and management of facility project design, construction and renovation of buildings, facilities and physical plant systems and equipment
Demonstrated effective leadership, collaboration and communication skills involving professional staff and consultants including architects, engineers, planners, cost estimators and accountants
Knowledge of construction sequences and practices to prepare and/or review project schedules
Knowledge of project constructability and skills to anticipate problems during the facility project design and implementation stages, and experience recommending alternate approaches to eliminate such problems
Expert financial skills to prepare, monitor and manage detailed project budgets, evaluate independent cost estimates, and review and approve consultant and other payment requests
Superior oral skills to effectively deal with a broad range of diverse individuals occasionally under stressful circumstances
Written communication skills to prepare clear, concise, and professional reports and correspondence
Preferred Qualifications
Relevant certifications such as Leadership in Energy and Environmental Design (LEED BD+C); Certified Construction Manager (CMAA), Design Build Professional (DBIA), Project Management Professional (PMI), or equivalent
Advanced degree in architecture, engineering, public administration, business administration, or a related field or certification
Experience and knowledge of planning, designing and constructing medical care capital facilities subject to California Building and Fires Codes requirements, and the California Department of Health Care Access and Information (HCAi) standards and regulatory requirements
Knowledge and understanding of University and Campus Policies, procedures, practices and resources to direct project processes and procedures
Knowledge of campus or urban master planning and design principles and the development of facility plans and design concepts and guidelines
Working knowledge of current project and construction costs and experience with industry standard cost estimating methods and techniques
