In this exciting role, you will be responsible for managing all activities of assigned large and complex projects from the initiation of a project through its completion. This position holds line management responsibility for the successful and safe execution and completion of each project including meeting scope, cost, schedule, quality and safety goals. The Electrical Projects Department Head reports progress to DOE and LBNL management and may serve in advisory capacity to senior level management.
What You Will Do:
Responsible for management of highly complex and large scale construction projects, managing staff and matrixed Project Managers, Construction Managers, Project Coordinators, other Facilities staff and subcontractors to ensure project completion in a safe manner, within budget, schedule and in accordance with specifications and requirements.
Responsible for supervising staff and matrixed support, ensuring technical and operational activities of the group including budgets, funding, workforce planning, Human Resources activities, Environmental, Safety, and Health (EH&S) and property are aligned accordingly to meet project, Division and Laboratory deliverables. Ensure direct reports, Facilities and other staff and subcontractors understand and follow all safety requirements on all projects. Manage direct reports performance by providing clear deliverables and metrics. Address safety, performance and conduct issues in a timely manner.
Expert advisor on electrical project activity with internal scientific customer divisions and represent the Laboratory on project matters with DOE/BSO, DOE/HQ, UCOP, UCB and other external organizations to achieve customer needs. Coordinate client contacts, including regular correspondence with the clients and maintain working relationships at all levels throughout the project. Participate in activities throughout the DOE complex to further project management processes and to exchange lessons learned.
Direct the planning and development of the project scope, procedure, budget and overall project schedule.
Manage and control contractual commitments to assure that all work is being performed in accordance with the specifications, drawings and terms of the subcontract. Review and approve project forecasts, schedules, cost estimates, financial reports. Establish and control the budget for project costs.
Proactively seek out customer needs as they pertain to electrical project services. Develop a full understanding and accept ownership of those needs, seek relevant solutions which meet all requirements and follow up to ensure that the customer is satisfied.
Formulate and recommend management policies, plans and programs that are in concert with Facilities mission and institutional goals of the Laboratory. Establish, implement and maintain quality assurance procedures to ensure compliance with applicable codes and regulations.
What is Required:
A Bachelor's/advanced degree in electrical engineering or related field with substantial education and a related minimum of 10 years experience in overall management of projects with significant electrical scope.
Licensed professional engineer (PE).
Highly skilled in all aspects of project management including scope development, project planning, and project execution.
Demonstrates clear and effective leadership in all areas of project management.
Expert knowledge of safe electrical practices as applied to major construction projects
Serve in advisory capacity to senior level lab management as well as represent the Laboratory in project matters with DOE-BSO, DOE HQ, UCOP and UC Berkeley.
Expert knowledge and skills in the initiation, planning, and management of very large and complex projects utilizing Earned Value Management Systems techniques.
Strong ability to distill scientific goals and objectives into concrete project requirements.
Certified Project Management Professional (PMP).
A Masters degree in an engineering discipline from an accredited college or university.
This is a full-time career appointment, exempt (monthly paid) from overtime pay.This position is expected to pay $18,296 - $22,360/monthly, which fits within the full salary range of $16,262 - $27,442/monthly for the job classification of G02.4. Salary for this position will commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.
This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.

This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
