Under the supervision of the Director of Physical Facilities, the Facilities Project Specialist directly manages and oversees all phases of the management of internal facilities programming, project development, construction coordination and remodeling of projects as assigned.

Job Description:
- Manages all phases of project development (programming through final acceptance) for university construction and facility improvement projects.
- Acts as project manager by coordinating, assigning and directing work of contractors, consultants; technical, building maintenance and administrative support staff.
- Assists in reviews of plans prepared by consultants for timeliness and adjusts as necessary; conveys cost estimates; monitors and maintains records to ensure City, State and Federal standards are met.
- Manages the interacting process by preparing or assuring the preparation by others of bid specifications; reviews contractor’s qualifications; manages and recommends contractor selection processes; assists in negotiating details of final contracts.
- Directs the work of contracted consultants for space planning and furniture layout; develops project budgets, monitors and completes projects within budget and deadlines.
- Verifies certificates of payment for approval, ensures punch list items are completed and close out contracts.
- Facilitates in the preparation contract documents, or supervises the same by consultants.
- Acts to maintain safe campus environment and workplace.
- Manages construction documents and maintains university project record and files.
- Coordinates revisions of construction documents as advised by the Director, University Counsel, or Director of Purchasing.
- Provide regular updates and liaison services to engineers and architects on changes and recommendations for improvement through administrative channels.
- Coordinates work with representatives of other departments, government agencies, and public utilities regarding such issues as land use, building codes, permits, variances and connection to public utility services.
- Conducts site visits to verify field conditions; collects data and take measurement; and rites reports to convey research resultAssists in organizing and conducting meetings to anticipate and address concerns of those campus groups affected by the construction and/or renovation of university buildings or facilities.
- Facilitates resolution of conflicts between customer departments, representatives of communities and contractors.
- Verifies certificates of payment for approval, ensures punch list items are completed and close out contracts.
- Facilitates contracting and purchasing agreements for capital construction projects.
- Prepares reports and visual aids to describe projects or programming goals using manual or computer tools.
- Coordinates space planning with customer departments, through consultants and contractors.
- Coordinates and directs space renovation and remodeling projects in university owned buildings
- Assists in development of new standards of practice for Project Management activities with the University system.
Minimum Qualifications:
- Bachelor’s degree in engineering, construction management, architecture, or a closely related field.
- Two (2) years (24 months) of commercial construction management experience.
Knowledge, Skills and Abilities:
- Knowledge of facilities planning and construction management processes and procedures.
- Knowledge of estimating, budgeting and scheduling practices.
- Knowledge of current status of costs of new construction, escalation factors and market trends.
- Knowledge of building codes and standards of practice.
- Knowledge of laws governing construction contracts and contracting.
- Knowledge of construction materials and methods.
- Skill in reading and interpreting plans and specifications and to compare them with construction progress.
- Ability to effectively communicate.
- Prolonged periods sitting at a desk and working on a computer addition to standing and walking.
- Must be able to lift up to 30 pounds at times.
